What to document
Record what happened, when it started, who is affected and the impact.
- cold, damp, mould, pests or poor sanitation;
- overcrowding, persistent noise or lack of privacy;
- fire, electrical or other safety risks;
- conditions incompatible with medical or psychological needs;
- unclear rules or unequal sanctions.
How to make a strong complaint
Use the municipality’s official channel, request confirmation, provide a timeline and attach photos, medical advice and earlier correspondence. Ask for inspection, repair, adjustment or a written decision.
If the issue is not resolved
After the internal complaints process, contact the competent ombudsman. A complaint does not replace an objection against a formal decision. Call 112 in an emergency.

Usually yes, unless there is immediate danger. Confirm the conversation by email.
Can the municipality relocate me after a complaint?
It organises reception but must consider relevant circumstances and act proportionately. Request written information and a decision.
