School after a reception move: a collective plan without lost learning days

1. Start before the announced moving date

Ask the municipality to appoint one coordinator between reception, parents and schools. Record the intended uninterrupted transition for each child, but do not circulate passports, BSNs, medical information or full personal files.

• language or other support needs

2. Do not treat missing BRP registration or status as a general refusal ground

Rijksoverheid states that Ukrainian children have a right to education regardless of residence status and that pupil registration does not require a BRP link. Parents apply to a school; the municipality may assist families in temporary reception and offer an education route, but parents retain the choice.

3. Request a written transition overview

Residents’ representatives can ask the municipality for an anonymised status: how many children have a place, who is waiting, which transport or organisational barrier remains, and the deadline for resolving it.

4. Separate the collective issue from an individual complaint

If a school refuses a child, ask for the decision or reasons in writing and check that school’s procedure; some refusals can be challenged. Complaints about a school first go to the teacher, leadership or school board, and then to the complaints committee. Collective monitoring does not replace a parent’s individual action or permit sharing a child’s data.
